The "second ten" means the numbers from 11 to 20. They are built like this: take one ten (10) and add ones. For example, 10+1=11, 10+2=12, and so on up to 20=10+10.
11=10+1 (one ten and one one)
12=10+2
20=10+10 (two tens)
